Receiving Deliveries

Receiving is the last chance to keep unsafe food out of the operation. This hub covers the five inspection criteria, the temperature required for every category of delivery, the rejection criteria including dented cans and thawed-and-refrozen product, and the correct rejection procedure.

Everything downstream assumes the food arriving at the back door is safe. Receiving is the only point in the flow of food where a problem can be sent back rather than managed, and once a pallet is inside the walk-in the operation owns whatever is wrong with it.

Two things have to be true before a delivery is even worth inspecting. The food must come from an approved, reputable supplier, meaning one that is inspected and meets applicable laws, and the delivery must be inspected immediately rather than left on a dock while somebody finishes a prep list.

The five inspection criteria

Check every delivery for five things, in roughly this order:

  1. Temperature
  2. Packaging integrity
  3. Use-by and expiration dates
  4. Appearance
  5. Odor

The exam sometimes uses the word organoleptic for the sensory checks. In practice that is sight, smell, and touch. You do not taste anything at a loading dock.

Receiving temperatures

Temperature is the most heavily tested part of receiving. Use a calibrated thermometer, not the driver's paperwork.

Frozen food is a common exam trap. The requirement is not a number, it is a condition: frozen solid with no evidence of thawing and refreezing. Evidence includes large ice crystals on the product or packaging, water stains or discoloration on the box, and fluid or frozen liquid pooled at the bottom of the case. Ice crystals on a case of shrimp mean rejection, even if the shrimp is currently hard as a brick.

How to take temperatures without ruining product:

  • Packaged food: slide the stem between two packages, or open one and probe it directly.
  • Bulk items: probe the thickest part.
  • Reduced-oxygen packaged food: probe between packages, or take a surface reading with an infrared thermometer and confirm with a probe if it looks marginal.

Packaging, dates, and documentation

Reject food when the packaging shows:

  • Tears, punctures, or holes
  • Damp or water-stained boxes
  • Bloated, swollen, or leaking cans
  • Dents on the seam or rim, dents sharp enough to create a point, or dents severe enough that cans will not stack normally
  • Missing or broken tamper-evident seals
  • Damaged vacuum seals on reduced-oxygen packaged product

Dented cans are their own exam topic. Not every dent is a rejection. A shallow dent on the body of a can, with no seam or rim involvement and no sharp point, may be acceptable. A dent on the seam or rim compromises the seal, which is a Clostridium botulinum risk, and a swollen can is already gassing.

Check that every product carries a legible use-by or expiration date and reject anything past it. Verify the invoice against what actually came off the truck. For shellfish, confirm that shellstock identification tags are attached, and keep those tags on file for 90 days from the date of last sale or service of the shellfish from that container, because they are the trace-back record if an outbreak is investigated.

Appearance and odor

  • Meat should be the correct color for its type: bright red for beef, pink for pork, pink-white for poultry. Reject discoloration, slime, or a sticky surface.
  • Fish should have bright clear eyes, firm flesh that springs back, red gills, and a mild ocean smell. An ammonia odor means spoilage.
  • Dairy should smell fresh, never sour or fermented.
  • Produce should be free of mold, mushiness, and pest damage.

Reject anything with abnormal color, a slimy texture, or an off odor, regardless of what its temperature reads. A product can be at 39F and still be spoiled.

How to reject a delivery

The procedure matters, because a rejection that is not documented becomes an argument with a supplier later.

  1. Separate the rejected items from accepted items immediately, so nobody puts them away by mistake.
  2. Document the rejection on the invoice or a rejection log, with the reason and the temperature or condition you found.
  3. Have the driver sign to acknowledge the rejection.
  4. Notify the supplier promptly.
  5. Request a credit or a replacement.

Then move accepted items into storage straight away. Food that is received correctly and then left on a dock for forty minutes has been time-temperature abused anyway, and that time counts toward the four-hour cumulative limit.

Setting the dock up to succeed

Receiving fails for practical reasons more often than for ignorance. Schedule deliveries for times when someone is genuinely free to inspect them. Keep a calibrated thermometer, a scale, a flashlight for looking into the back of a truck, and carts or dollies at the receiving door. Train more than one person to receive, because the one trained person is always the one on a day off when the truck arrives.

Purchasing food from unsafe sources is one of the five CDC risk factors for foodborne illness, and receiving is where that risk factor is actually controlled. An approved supplier list is a piece of paper. A rejected pallet is a control.

Food Handler versus Manager: how deep to go

Food Handler candidates need the five inspection criteria, the main receiving temperatures, the frozen-food evidence of thawing and refreezing, the obvious rejection conditions, and the instruction to tell a manager rather than accepting something questionable.

Manager candidates need all of that plus the shellfish tag requirement and its 90-day retention, the dented can distinctions, the full rejection procedure and its documentation, approved supplier evaluation, and how receiving fits into active managerial control as a monitored, logged activity with a corrective action.

1. B. Cold TCS food must arrive at 41F (5C) or below, so 48F is a rejection. A and C accept food that has already been abused for an unknown period. D trusts paperwork over a thermometer.

2. C. Large ice crystals and water stains are evidence of thawing and refreezing, which is a rejection regardless of the current state. A applies the wrong test. B and D keep compromised product in the operation.

3. C. Temperature. A and B are sensory checks. D is read from the label.

4. B. Dents on the rim or seam compromise the seal, creating a Clostridium botulinum risk. A, C, and D do not affect the seal.

5. B. Air temperature of 45F (7C) with an internal temperature no higher than 50F (10C). A is stricter than the requirement and would reject compliant product. C applies to frozen goods. D is a hot holding temperature.
