Sanitizer Types and Concentrations
Chlorine runs at 50 to 99 ppm, quats at 200 ppm per the manufacturer, and iodine at 12.5 to 25 ppm, each with its own minimum water temperature and contact time. This hub covers the three chemical sanitizers, heat sanitizing, the three-compartment sink, test strips, and when food-contact surfaces must be cleaned and sanitized.
Cleaning and sanitizing are two different jobs. Cleaning removes food and soil from a surface. Sanitizing reduces the pathogens on that surface to safe levels. A surface must be cleaned before it can be sanitized, because soil blocks the sanitizer from reaching what it is meant to kill. Those numbers below are among the most directly tested facts on the Manager exam.
The three chemical sanitizers

Parts per million (ppm) measures concentration: one part sanitizer per million parts water. You will not have to calculate ppm on the exam, but you must know the correct range for each product.
Chlorine
Usually sodium hypochlorite, which most kitchens call bleach. It is the most widely used sanitizer in food service and the fastest acting of the three, at 7 seconds of contact time. It works across a broad range of pathogens and it is cheap.
Its weaknesses are worth knowing because they generate scenario questions. Chlorine is corrosive to some metals, it loses strength quickly in hot water, its effectiveness drops sharply in dirty water or at high pH, and organic matter neutralizes it fast. A chlorine bath that has had greasy pans through it is no longer at strength no matter what the label said when it was mixed.
Quaternary ammonium compounds
Stable, effective, and less corrosive than chlorine. Concentration is typically 200 ppm, but formulations vary, so always follow the manufacturer's instructions. If an exam question stresses following the manufacturer's label, quats are usually the product in play.
Quats resist organic matter better than chlorine does, but they can be neutralized by hard water and by certain detergents. Use the detergent the quat manufacturer recommends, or rinse thoroughly before the sanitizer step.
Iodine
Amber colored, which gives a visual cue that the solution is active. Its concentration range is 12.5 to 25 ppm and its water temperature minimum is 68F (20C), the lowest of the three. It stains surfaces and costs more, so it is less common in practice.
The factors that make any sanitizer fail
- Concentration. Too weak and pathogens survive. Too strong is a chemical contamination hazard and can damage surfaces.
- Water temperature. Below the minimum, the sanitizer does not work properly. Water that is too hot can drive off chlorine.
- Contact time. The surface must stay wet with solution for the full time. Pulling items early means pathogens survive.
- Water hardness. Hard water reduces the effectiveness of quats.
- pH. Chlorine works best in slightly acidic to neutral water.
- Soil. Organic matter neutralizes sanitizer, especially chlorine, which is why cleaning comes first.
Heat sanitizing
Heat is the alternative to chemicals. To sanitize manually, submerge items in water at a minimum of 171F (77C) for at least 30 seconds, fully submerged for the whole time.
High-temperature dish machines sanitize with hot water in the final rinse. Chemical machines run cooler water and add sanitizer to the final rinse instead. Either way, follow the machine data plate and the manufacturer's guidance, and check that the machine is reaching the temperature or concentration it should.
The three-compartment sink

Air drying is a step, not an afterthought. Towel drying reintroduces contamination, and stacking wet items traps moisture where bacteria grow. Change the water in each compartment when it becomes dirty or the temperature drops.
Test strips
Sanitizer concentration is verified with test strips, small treated papers that change color and are matched against a chart on the container.
Two rules produce most of the exam questions:
- Use the correct strip for the sanitizer. Chlorine strips do not read quats, quat strips do not read chlorine, and iodine needs its own. Using the wrong strip gives a meaningless reading, and the correct answer to that scenario is that the reading is invalid.
- Test often. Check when the solution is mixed and periodically during use, because sanitizer weakens as soil accumulates.
If the concentration reads too low, add concentrate to bring it back into range, or dump and remix if the water is dirty. If it reads too high, dilute it. Overconcentrated sanitizer is a chemical hazard, not extra protection.
When to clean and sanitize food-contact surfaces
Food-contact surfaces must be cleaned and sanitized:
- After each use
- When switching between raw and ready-to-eat food, and between different types of raw food
- After an interruption long enough that contamination may have occurred
- Every 4 hours if the surface is in constant use with TCS food
Nonfood-contact surfaces such as floors, walls, equipment exteriors, and shelving are cleaned regularly on a schedule. They do not require sanitizing, but they do require cleaning, and neglected ones become pest harborage.
A master cleaning schedule answers four questions for every item in the operation: what needs to be cleaned, who cleans it, when, and how. Storing chemicals correctly is part of the same program: original labeled containers, separate from food, never above it, with Safety Data Sheets on site.
Food Handler versus Manager: how deep to go
Food Handler candidates need the difference between cleaning and sanitizing, the three-compartment sink sequence including air drying, the four triggers for cleaning and sanitizing food-contact surfaces, and the fact that sanitizer strength is checked with test strips.
Manager candidates need all of that plus the three sanitizers with their concentrations, temperatures, and contact times memorized, the factors that reduce effectiveness, the manual heat sanitizing standard of 171F for 30 seconds, machine warewashing requirements, correct test strip selection and corrective action when concentration is out of range, and the master cleaning schedule.
