Time as a Method of Control
Time as a method of control lets an operation hold TCS food without temperature control for a limited period, but only under written procedures prepared in advance. This hub covers the four-hour and six-hour methods, the labeling and discard rules, the raw shell egg restriction, and what the 9th Edition changed.
Most of the flow of food controls pathogens with temperature. Time as a method of control does it with a clock instead. Used properly it is a legitimate, documented system. Used as an excuse for food that was accidentally left out, it is a violation, and the exam is built around that distinction.
What is time as a method of control?
Time as a method of control, also called time as a public health control, is a documented procedure that allows TCS food to be held without temperature control for a strictly limited period, after which any remaining food is discarded.
It exists because temperature control is genuinely impractical in some situations: an outdoor catering event, a concession stand, a condiment station during a lunch rush, a grab-and-go display, sandwiches on a deli counter.
The method is not a rescue. Food that was abused by accident does not become compliant by relabeling it. This is a system you set up in advance and then follow.
The written procedures come first
Before any food is held this way, written procedures must already exist. The 9th Edition leads with this requirement rather than with the arithmetic, and it is the change most likely to catch someone studying from an older book.
Three conditions:

The procedures must describe which foods will be held without temperature control, how they will be labeled, how discard times will be monitored, and what happens to food that exceeds the limit.
An operation already holding food this way with no written procedures is in violation even if every item is still within its time limit.
The four-hour method
The standard approach allows TCS food to sit out of temperature control for up to four hours.

A deli pulls sliced turkey from the cooler at 10:00 AM at 38F. The label reads: removed from temperature control 10:00 AM, discard by 2:00 PM. At 1:55 PM the turkey can still be served. At 2:01 PM it cannot.
The starting temperature is not optional. Food that was already at 55F when it left the cooler never qualified for the four-hour window in the first place.
The six-hour method
Some jurisdictions permit a six-hour window for cold food only, under stricter conditions:
- The food starts at 41F (5C) or lower.
- The food temperature never exceeds 70F (21C) at any point during the six hours.
- Temperature is monitored and documented throughout.
- The food is labeled with its discard time.
- The food is discarded after six hours, or as soon as it reaches 70F (21C), whichever comes first.
That last condition is the one that gets tested. The six-hour method has two discard triggers, not one, and the temperature trigger can arrive well before the clock does.
The restriction you must remember
An operation that primarily serves a high-risk population may not use this method for raw shell eggs. Hospitals, nursing homes, assisted living facilities, preschools, and similar operations are covered by that restriction. Other foods may still be eligible; raw shell eggs specifically are not.
The reason is margin. An immunocompromised or very young guest does not have the reserve to survive an error that a healthy adult would shrug off.
Time control versus time-temperature abuse
The two are easy to confuse and the exam relies on that.

Both end in discarded food. Only one is a system.
Separately, the general rule still stands for food held under temperature control: TCS food that spends more than four cumulative hours in the danger zone must be discarded, the clock runs across the whole life of the food, and reheating does not reset it.
Cold and hot are not the same, and neither is your jurisdiction
The 9th Edition is explicit that the conditions for cold food differ from those for hot food, and that additional conditions may apply locally. This is one of the areas where state and county rules diverge most from the model Food Code. Before adopting the method, consult the local regulatory authority. On the exam, an answer that says to check with the regulatory authority is often the correct one when the scenario involves local variation.
Food Handler versus Manager: how deep to go
Food Handler candidates need to know that food held without temperature control must be labeled with a discard time, that four hours is the standard limit, and that leftover food is thrown out rather than refrigerated. Questions are usually a single scenario about a labeled pan on a buffet.
Manager candidates need all of that plus the written procedure preconditions and where those procedures must live, the starting temperature requirements, the six-hour cold method with both discard triggers, the raw shell egg restriction for operations serving high-risk populations, the difference between this method and time-temperature abuse, and the instruction to confirm local requirements before adopting it.

2. B. 41F (5C) or lower. A is freezing. C applies to some receiving allowances, not to this method. D is the six-hour method's upper limit, not a starting temperature.
3. C. Both times, so anybody walking past can act on it. A and B each leave staff doing arithmetic under pressure. D does not track the clock at all.
